ABOUT CSIR UGC – NET – EXAMINATION:

The National Eligibility Test – NET, so called CSIR UGC – NET is jointly conducted by Council of Scientific & Industrial Research (CSIR) and University Grants Commission (UGC), twice a year every June and December third Sundays. The June Notification will come on last week of every February or first week of every March, while the December notification will come on first week of every August.

Now CSIR has scheduled the Joint CSIR-UGC Test tentatively on Sunday 16th June, 2019 for determining the eligibility of Indian Nationals for the award of Junior Research Fellowships (JRF) and for determining eligibility for appointment of Lecturers (LS) in certain subject areas falling under the faculty of Science & Technology. The award of Junior Research Fellowship (NET) to the successful eligible candidates will depend on their finding admission/placement in a university/ national laboratory/ institution of higher learning and research, as applicable.

CSIR UGC – NET – DECEMBER – 2018; LAST DATE EXTENSION UP TO 17th OCTOBER 2018: The last date for Online Application for Joint CSIR-UGC National Eligibility Test (NET), December 2018 for Junior Research Fellowship and for Lectureship has been extended upto 17.10.2018. There will be no further extension.

EXAMINATION SCHEDULE & SCHEME OF THE TEST: The single paper MCQ based test will be held tentatively on Sunday, the 16th December, 2018 as under:

Afternoon Session:Subjects: Chemical Sciences, Mathematical Sciences and Earth, Atmospheric, Ocean and Planetary Sciences;Timings:2.00 PM – 5.00; PM Marks: 200; Duration: 3 hrs.

ESSENTIAL EDUCATIONAL QUALIFICATION: M.Sc., or equivalent degree or Integrated BS – MS or BS – 4 years or BE or B.Tech., or B.Pharma., or MBBS with at least 55% marks for General (UR) and OBC candidates and 50% for SC/ST, Persons with Disability (PwD) candidates.
Candidates enrolled for M.Sc., or having completed 10+2+3 years of the above qualifying examination as on the closing date of online submission of application form, are also eligible to apply in the above subject under the Result Awaited (RA) category on the condition that they complete the qualifying degree with requisite percentage of marks within the validity period of two years to avail the fellowship from the effective date of award. Such candidates will have to submit the attestation form duly certified by the Head of the Department or Institute from where the candidate is appearing or has appeared.
B.Sc., (Hons) or equivalent degree holders or students enrolled in Integrated MS-PhD program with at least 55% marks for General (UR) and OBC candidates; 50% marks for SC/ST, Persons with Disability (PwD) candidates are also eligible to apply. Candidates with bachelor’s degree will be eligible for CSIR fellowship only after getting registered or enrolled for Ph.D or Integrated Ph.D program within the validity period of two years.
Candidates possessing only Bachelor’s degree are eligible to apply only for Junior Research Fellowship (JRF) and not for Lectureship (LS).
Specification of degrees (whether Bachelor’s or Master’s) as notified by the UGC in its Gazette Notification No. F. 5-1/2013 (CPP-II) dated 5th July, 2014 and as amended from time to time, shall apply.
The eligibility for lectureship of NET qualified candidates will be subject to fulfilling the criteria laid down by UGC. Ph.D degree holders who have passed Master’s degree prior to 19th September, 1991 with at least 50% marks are eligible to apply for Lectureship only.

SUBJECTS OF THE TEST: The Test will be held in the subjects mentioned below:
1. Chemical Sciences.
2. Earth, Atmospheric, Ocean and Planetary Sciences.
3. Life Sciences.
4. Mathematical Sciences.
5. Physical Sciences.

UPPER AGE LIMIT For JRF (NET) & For Lectureship (NET): Maximum 28 years as on 01-07-2018 for all General (UR) male applicants. Upper age limit may be relaxable up to 5 years in case of SC, ST, Persons with Disability (PwD), any female applicants and 03 years in case of OBC (Non Creamy Layer) applicants.
For Lectureship (NET): No upper age limit.

EXAMINATION FEE: Candidates applying for the Examination are required to use payment gateway facility to deposit their Examination fee only through Credit Card or Debit Card or Net Banking after verifying their eligibility. Candidates are not required to pay any transaction charges for using payment gateway facility.

Important: Kindly note that to make online examination fee payment, candidate should use latest browser which support security protocol version TLS 1.1/TLS 1.2.
FEE CONCESSION: The candidate should upload a self attested copy of his/her category certificates as proof of his/her claim. Claims/requests for any concession/relaxation in fee, age and/or educational qualification not accompanied (to be uploaded) by a self attested copy of a valid SC/ST/OBC (NCL) /PwD (40% or more disability) certificate from a competent authority and in prescribed format, will be summarily rejected. OBC candidates, who are not covered under the provision of Non Creamy Layer (NCL) as per the provisions of Govt. of India shall not be eligible to get the benefit of relaxation in age, fee concession etc.
Candidate must note that for availing OBC category benefit, CSIR follows only Central Govt. list and not the State Govt. lists. Similarly, candidate applying under PwD category may note that Govt. of India rules will be applicable in this regard, otherwise they shall not be eligible for any concession.

OPTION TO BE EXERCISED BY CANDIDATE: A candidate may apply either for ‘Junior Research Fellowship (JRF)’ OR ‘Lectureship (LS)’. He/she may indicate his/her preference in the Online Application, as the case may be. If a candidate applies for JRF and fulfills the laid down eligibility criteria for Lectureship also, such a candidate will be considered for both JRF & LS. The total number of candidates who will qualify depends on the number of fellowships available & performance in the test, subject to the condition that they fulfill the laid down eligibility criteria. If a candidate is found to be over – aged for JRF (NET) he/she will be automatically considered for Lectureship (NET) only. Candidates with M.Sc qualification OR under M.Sc Result Awaited (RA) category shall be eligible for Lectureship (LS) subject to fulfilling the eligibility criteria as laid down by the UGC.

SCHEME OF EXAMINATION: CSIR-UGC (NET) Exam for Award of Junior Research Fellowship and Eligibility for Lecturer ship shall be a Single Paper Test having one hundred and twenty Multiple Choice Questions (MCQs). The question paper is divided in to three parts.
Part – A: This part shall be common to all subjects. This part shall contain 20 Multiple Choice Questions (MCQs), out of 20 questions candidate shall be required to answer maximum of any 15 questions. There is a choice of 5 questions. If more than 15 questions are answered, only first 15 questions will be taken up for evaluation. Each question shall be of two marks. The total marks allocated to this section shall be 30 out of 200.
Questions pertaining to General Aptitude with emphasis on logical reasoning, graphical analysis, analytical and numerical ability, quantitative comparison, series formation, puzzles etc
Part – B: This part shall contain subject – related conventional Multiple Choice questions (MCQs). Cary 40 Multiple Choice Questions (MCQs), out of 40 questions candidate shall be required to answer maximum of any 35 questions. There is a choice of 5 questions. If more than 35 questions are answered, only first 35 questions will be taken up for evaluation. Each question shall be of two marks. The total marks allocated to this section shall be 70 out of 200.
Questions generally covering the topics given in the syllabus.
Part – C: This part shall contain higher value questions. Cary 60 Multiple Choice Questions (MCQs), out of 60 questions candidate shall be required to answer maximum of any 25 questions. There is a choice of 35 questions. If more than 25 questions are answered, only first 25 questions will be taken up for evaluation. Each question shall be of four marks. The total marks allocated to this section shall be 100 out of 200.
This part shall contain 60 higher value questions that may test a candidate’s knowledge of scientific concepts and/or application of the scientific concepts. The questions shall be of analytical nature where a candidate is expected to apply the scientific knowledge to arrive at the solution to the given scientific problem.
There will be negative marking @ 25% for each wrong answer.
There is no separate cut – off for Part A, B & C, hence needs not qualify each and every part. The cumulative marks of all parts are taken into consideration for drawing of merit list.

CSIR UGC – NET FELLOWSHIPS: After clearing the CSIR UGC – NET JRF / LS examination, candidate getting eligibility for either CSIR UGC – NET JRF or CSIR UGC – NET LS, if the candidate clears under JRF category, he or she eligible for both CSIR UGC – NET JRF and CSIR UGC – NET LS. If the candidate clears under LS category, then he or she eligible for CSIR UGC – NET LS only but not CSIR UGC – NET JRF. If the candidate placed in top 10 in the result then he or she eligible for SPMF.

HIKE IN CSIR UGC – NET FELLOWSHIPS:

CSIR UGC – NET – JUNIOR RESEARCH FELLOWSHIP (JRF) STIPEND: A large number of JRFs are awarded each year by either funding agencies CSIR or UGC to candidates who qualified CSIR UGC – NET JRF / LS examination under JRF category. The no of JRF positions per every 6 months is 1200 from CSIR (600) + from UGC (600). The validity period of JRF is two years only.
The stipend of a JRF selected through CSIR-UGC National Eligibility Test (NET) will be Rs 25,000/- p.m. for the first two years. In addition, annual contingent grant of Rs. 20,000/- per fellow will be provided to the University / Institution. House rent allowance (HRA), will be allowed as per the rules of the host institutions. In metropolitan cities the HRA will be 30% to the JRF amount, while in non – metropolitan cities the HRA will be 20% to the JRF amount. The Fellowship will be governed by terms and conditions of CSIR, UGC or Research Scheme, as applicable.
Further, all Research Fellows may be provided medical facility as per Central /State Government Medical norms. This will be limited to the fellow only and not for his/her family members/dependents.

CSIR UGC – NET – SENIOR RESEARCH FELLOWSHIP (SRF) STIPEND: On successful Completion of two years as JRF and if the Fellow is registered for Ph.D., the Fellowship will be upgraded to SRF (NET) and the stipend will be increased to Rs.28,000/- p.m. for the 3rd and subsequent years, on the basis of assessment of Fellows’ research progress/ achievements through interview by an Expert Committee consisting of the Guide, Head of the Department and External Member from outside the University/ Institution who is an expert in the relevant field, not below the rank of Professor/ Associate Professor. As far as possible, the External Member should be the chairman of three members Committee. Where the guide happens to be the Head of the Department, the Dean, Faculty of Science or any senior member of the Department may be associated as the third member of the Committee. The validity period of SRF is three years only.
In the event of the Committee not recommending up-gradation or the fellow has not registered for Ph.D., the candidate will continue as JRF with a stipend of Rs.25,000/- p.m. for the 3rd year or his/her fellowship may be terminated depending upon the recommendation of the Committee and the decision of CSIR in this regard. The progress of research work of JRF will be assessed by duly constituted three member assessment committee again at the end of 3rd year for such up-gradation. The number of fellowship for each subject is limited. A certain number of SRFs will be awarded each year by CSIR. House rent allowance (HRA), will be allowed as per the rules of the host institutions. In metropolitan cities the HRA will be 30% to the SRF amount, while in non – metropolitan cities the HRA will be 20% to the SRF amount.

CSIR UGC – NET – SHYAMA PRASAD MUKHERJEE FELLOWSHIP STIPEND: To commemorate the birth centenary year (2000) of Dr. Shyama Prasad Mukherjee, who was the first Vice-President of CSIR in the Independent India, CSIR has instituted a special fellowship, namely, “DR. SHYAMA PRASAD MUKHERJEE (SPM) FELLOWSHIP” opens to toppers of CSIR-UGC JRF (NET) awardees.
Stipend: Rs.29000/- + HRA per month during the first two years of the fellowship and a Contingency grant of Rs.70000/- p.a. May be raised to Rs.34000/- + HRA per month from third year onwards on the basis of assessment through interview.
May be reverted to JRF (NET), if performance is not found satisfactory.
SELECTION PROCESS: Shyma Prasad Mukherjee (SPM) Fellowships will be awarded through interview mode.
ELIGIBILITY CRITERIA FOR CALLING CANDIDATES FOR INTERVIEW: A maximum of 10 SPM Fellowships each in Chemical Sciences and Life Sciences, and 5 each in Earth, Mathematical, Physical and Engineering Sciences will be awarded through interview mode from NET held in December 2014.
Candidates in ratio of 1:3 will be called for interview in each subject. Top 30 candidates each in Chemical and Life Sciences, and 15 candidates each in Earth, Mathematical, Physical and Engineering Sciences will be called for interview in each subject.
Category-wise number of candidates to be called for interview is based on reservation policy, i.e. 27% for OBC, 15% for SC, 7.5% for ST and 3% for PWD.
Top 14 candidates each in Chemical and Life Sciences, and 7 candidates each in Earth, Mathematical, Physical and Engineering Sciences in unreserved category will be taken from combined merit list of General/OBC/SC/ST/PWD.
Top 8 candidates each in Chemical and Life Sciences, and 4 candidates each in Earth, Mathematical, Physical and Engineering Sciences will be taken from OBC category. A maximum relaxation of 5% of the cut off of the 14th/7th candidates of unreserved category will be given to OBC candidates subject to short listing of a maximum of 8/4 candidates for interview in the respective subject.
Top 5 candidates each in Chemical and Life Sciences, and 2 candidates each in Earth, Mathematical, Physical and Engineering Sciences will be taken from SC category. A maximum relaxation of 10% of the cut off of the 14th/7th candidates of unreserved category will be given to SC candidates subject to short listing of a maximum of 5/2 candidates for interview in the respective subject.
Top 2 candidates each in Chemical and Life Sciences, and 1 candidate each in Earth, Mathematical, Physical and Engineering Sciences will be taken from ST category. A maximum relaxation of 10% of the cut off of the 14th/7th candidates of unreserved category will be given to ST candidates subject to short listing of a maximum of 2/1 candidates for interview in the respective subject.
Top 1 candidate each in Chemical and Life Sciences Earth, Mathematical, Physical and Engineering Sciences will be taken from PWD category. A maximum relaxation of 10% of the cut off of the 14th/7th candidates of unreserved category will be given to PWD candidates.

CSIR UGC – NET – DECEMBER – 2018; RESULT: Two separate merit lists, one comprising of the candidates qualifying for the award of Junior Research Fellowship (JRF-NET) and the second, of those candidates qualifying the Eligibility Test for Lectureship (LS-NET), will be made on the basis of their performance in the above Test. Candidates qualifying for JRF (NET), will also be eligible for Lectureship (NET) subject to fulfilling the eligibility criteria laid down by UGC. The candidates qualifying for Lectureship will be eligible to be considered for recruitment as Lecturers as well as for Junior Research Fellowship in a Scheme/Project, if otherwise suitable. However, they will not be eligible for Regular JRF-NET Fellowship. Candidates qualifying for the award of JRF (NET) will receive fellowship either from CSIR or UGC as per their assignment or from the Schemes with which they may find association. The candidates declared eligible for Junior Research Fellowship under UGC Scheme and Lectureship will be governed by UGC Rules/Regulations in this regard.
The final result of this Single MCQ test may be declared sometime in the month of March/April, 2019 and fellowship to successful candidates will be effective from 1st July, 2019 with the validity period of 2 years for joining the fellowship under CSIR Scheme.
